Spreading Didymo Through Stocking

OK, so there is didymo in the Farmington River. CT harvests fish for breeding stock from the Farmington River.These fish are transported from the river to the hatchery. Sounds to me like this also brings rock snot to the hatchery. Or are the breeding stock given a bath first? Ha. What about the contamination of the equipment and trucks used to the chauffeur stocking fish around the state?  I am no expert, but where do my felt soles factor in here? Oh, and by the way, I have yet to see one bird-washing station. How do water foul and other animals decontaminate before traipsing from one body of water to the other?
